Executive Summary Global climate change is the economic and environmental issue of our lifetime. The science is clear that we must move

2、forward quickly to reduce greenhouse gas (GHG) emissions in order to mitigate its effects. Without action, climate change will negatively affect nearly every part of Washingtons economy through changes in temperature, sea level, and water availability. In 2008, the Legislature put into law the state

3、s GHG emissions reduction limits first adopted by Governor Gregoire in Executive Order 07-02. Washington must reduce emissions to: 1990 levels by 2020. 25 percent below 1990 levels by 2035. 50 percent below 1990 levels by 2050. The Legislature also required the Departments of Ecology and Commerce to

4、: Track progress toward meeting the emission reductions established in this subsection, including the results from policies currently in effect that have been previously adopted by the state and policies adopted in the future, and report on that progress. By December 31st of each even-numbered year

5、beginning in 2010, the departments shall report to the governor and the appropriate committees of the senate and house of representatives the total emissions of greenhouse gases for the preceding two years, and totals in each major source sector. The department shall ensure the reporting rules adopt

6、ed under RCW 70.94.151 allow it to develop a comprehensive inventory of emissions of greenhouse gases from all significant sectors of the Washington economy.1 This report, along with the states required biennial GHG inventory, satisfies that requirement. In summary, total GHG emissions in Washington for 2008 were 101.1 million metric tons carbon dioxide equivalent (CO2e), 9 percent more than 1990 emissions.
