1、 1 服务型政府理念下现代公务员精神的培育 摘 要：本文主要解决服务型政府理念与现代公务员精神培育的关系问题，即 服务型政府理念对公务员精神提出了新的要求， 以及如何在服务型政府的理念下 培育现代公务员精神。论文首先介绍了服务型政府的由来及其价值理念，从追溯 服务型政府的缘起和内涵入手，论述了服务型政府的基本价值理念；其次，在阐 述现代公务员精神内涵的基础上，提出培育现代公务员精神的必要性，这种必要 性体现在我国公务员精神的特殊性，以及我国公务员队伍建设存在的若干问题。 论文最后探讨了服务型政府理念下现代公务员精神培育的路径选择问题： 以改革 公务员制度的行政环境为基础， 将培育公务员精神与公

Key words: service-oriented government; spirit of the official; nurturing way 2 务员精神是公务员政治素质、思想作风、道德情操、工作态度、精神风貌 的综合反映，充分体现了党中央对公务员队伍一贯的严格要求。唯物论告 诉我们，人是生产力中最活跃的因素。公务员作为政府的形象、人民群众公共意 志的代言人和公共利益的实现者，在当前政府职能转变的情况下，建设一支新型 的高效的公务员队伍势在必行。2006 年召开的全国实施公务员法的工作会 议上，中央工作同志提出“热爱祖国、忠于人民、恪尽职守、廉洁奉功、求真务 实、开拓创新、顾全大局、团结协作”32 字的现代公务员精神。其中， “热爱祖 国、忠于人民”是公务员思想政治建设的根本； “恪尽职守、廉洁奉功”是公务 员作风建设的关键； “求真务实、开拓创新”是公务员建设的重点； “顾全大局、 团结协作”是公务员作好工作的保障。因此，现代公
