1、 人口老龄化与城市社区照顾模式探析 内容提要: 人口老龄化问题是当今社会一个全球性的问题。关注人口和人口 老龄问题是任何社会、任何国家和全体社会成员的责任和义务。当前，人口老龄化 正在成为一种世界性的趋势，我国已于 1999 年提前进入人口老龄化社会。因此， 加强对人口状况、人口素质、人口年龄结构，特别是人口老龄化与社区照顾的研究， 对于“构建和谐社会、加快社会崛起”具有现实的指导意义和深远的历史意义。本 文通过对老年人日常生活照顾需求的分析，在简要阐述社区照顾理论与起源的基础 上，提出目前我国已具备发展城市社区照顾的基本条件，初步探索出城市社区照顾 发展的目标模式。 关键词：人口老龄化 社区

5、pment of urban community care, preliminary exploration goals of care in urban community development patterns Key words：Ageing of the population community care Probe 一、问题的提出 1. 我国人口老龄化的现状。 根据第五次全国人口普查的资料，2000 年我国已 经步入了老龄化社会，而且老龄化进程在不断加快。从新中国五次人口普查的变化 来看，近年来我国人口老龄化呈加快的趋势。1991-2003 年的 13 年间，老龄化人口 的比重年均

6、增加 0.226 个百分点，而前 26 年（1965-1990）年均才增加 0.077 个百 分点，前者几乎为后者的三倍。 与那些已经步入老龄化社会的国家（主要是发达 国家）相比较，我国人口老龄化呈现出如下的特点： 速度快，来势猛。统计 资料显示，我国人口老龄化的速度大大高于欧美等国，也略快于日本。我国老龄人 口（65 岁以上的人口，下同）的比重从 4.91%上升为 6.96%花了 18 年时间，日本老 龄人口的比重从 4.79%上升到 7.06%花了 20 年的时间， 瑞典老龄人口的比重从 5.2% 上升到 8.4%花了 40 年的时间。另外，根据美国人口普查局的统计和预测，65 岁以 上老龄人口的比重从 7%升到 14%所经历的时间，法国为 115 年，瑞典 85 年，美国 68 年，英国 45 年，日本 26 年，而我国大约只要 27 年。 老龄人口绝对数量大。 2000 年，我国 65 岁以上的老龄人口为 8811 万，是世界老龄人口最多的国家。这一 数字相当于老龄人口位于世界第二的印度的 2 倍，第三的美国的 2.5 倍左右，比西 欧各国老龄人口的总和还多。 预计
