I NTRODUCTION ICT, including broadband communication services, has become an integral part of the daily lives of people living indeveloped regions. It bridges distances, facilitates infor

4、med decision making, efficient delivery of services in all sectors of society and creates new business opportunities, e.g. by enabling virtual meetings and online payments. ICT has become an infrastructure that should be extended to become ubiquitous. Although many rural areas, including those indev

5、eloping regions, enjoy access to mobile phone networks, few of them can provide broadband services due to lack of broadband communication infrastructure. Local broadband communication services are mostly non-existent while Internet access is sometimes provided via expensive narrowband VSAT connectio

6、ns at community access points (telecenters).
