Studies show a clear correlation between the government policy and measures on traffic safety improvement. It should be noted t

4、hat economic reasons for preference of such measures shall be given. The following three phases of traffic safety development are analyzed within the framework of the traffic safety system: creation, growth and consolidation. The above-mentioned phases are indicative of a correlation between the acc
