1、 摘 要 中小企业是改革开放后出现的新的企业群体，对我国国民经济和社会发展做出积极贡献。随着我国经济体制改革的深入，中小企业的经济权将持续增加。中小企业是城市经济的主力军，满足内需的主保障，社会就业的主渠道，农民增收的主版块，结构调整的主载体，科技创新的主动力。其稳定而持续的发展对国民经济的稳定，市场经济体制的完善，国家经济的整体竞争力乃至社会的安定均具有广泛而深远的意义。但是，融资难的问题一直制约着中小企业的发展，目前中国的中小企业正处于资本快速积累、规模快速扩张的阶段，其对于资金的需求巨大。然而 ，由于中小企业经营规模不大，业绩不稳定，风险大；担保、抵押难，严重制约带快的发放；财务管理与内

2、部治理结构不健全，诚信度普遍较差；经营组织形式的多样性及信息内部化，信息不对称问题突出等诸多因素影响，使得中小企业融资成为难题。 本文在分析金融危机背景下中小企业融资难现状的基础上，总结了其他国家扶持中小企业的方案，通过对其他国家扶持中小企业的有效政策的借鉴，最终提出了解决中小企业融资难的新对策，以期解决融资难的问题。 关键词： 金融危机 中小企业 融资 Abstract Medium and small enteiprises(MSEs)are a new enterprises community emerged since Chinas economic and social devel

4、ificance for the stability of national economy, the perfection of market economic system, the holistic competitiveness of the countrys economy and even social stability.。 However， the problem of financing difficulty has been restricting the development of MSEs in China which are currently in a stage

5、 of rapid capital accumulation and fast scale expansion and are in huge demand for funds. However,many factors such as MSEs smaller business scale and lack of stable performance.bigger risks and difficulties in guarantee and pledge which seriously the grant of loans, defective financial management a

6、nd internal management, generally lower degree of good faith, diversity of operational and organizational forms and failure of exchange of information with outside, signficant dissymmetry of information. all these factors have made financing a difficult problem for MSEs. Especially since the outbrea

7、k of global financial crisis, the problem of financing become even more of a bottleneck for the survival and development of MSEs. Based on the analysis of financial crisis under the background of financing ofsmall and medium-sized enterprises on the basis of the current situation, summary of other c
