1、 摘 要 本次环境影响评价工作是对四川普天毅力科技发展有限公司 HDI 多层电路板生产线技改后对周边环境的影响，并提出相关的污染防治措施。主要是对地表水、大气、声、固废这几方面开展分析预测评价，重点是进行工程分析、环境现状调查，并在此基础上确定各个方面的评价等级，进行分析预测评价、经济效益分析和清洁生产分析，得到该企业在运营期产生的各项污染物对周围环境产生影响程度的大小及其具体的贡献值，最后采取相应的环保措施使污染物的排放达到导则规定的排放标准，并且尽可能的使污染程度降到最低程度。在进行上述分析和评价后，最终 使得该建设项目在经济及技术上均具有可行性。 关键词： 多层电路板，建设项目， 环境影

6、 论 1.1 任务来源 HDI 多层电路板是一种用于高密度互联（ High Density Interconnection）的多层印制电路板，是电路板中的高端产品。近几年，它随着电子信息技术向小型化方向的发展，迅速发展成为一种高技术、高附加值的产业，市场需求越来越大。 HDI 多层电路板目前广泛的应用于移动电话，笔记本电脑、小型摄像机、数码像机、全球卫星定位系统、汽车主控部件等高科技电子信息产品上。因此多层印制电路板使用范围极广，只要不断的提高质量和加工水平，其生命期无限。 重庆普天科技发展有限公司（原重庆夏查徳多层电路板有限公司）有近 30年生产刚性双面和多层电路板的历史，产品曾获得国家重点

7、新产品证书，有丰富的生产经验和 技术人才。随着中央西部大开发战略的实施和成渝新经济新特区的建立，成渝两地通信、仪表、微电子、汽车电子等行业将得到飞速发展，对电路板的需求也会越来越大，同时也对电路板的技术和质量提出了更高的要求，为此公司董事会决定，扩大生产规模，提升产品档次。通过对重庆、成都及周边地区多次考查和各方面的综合分析，最终选定在眉山经济开发区投资发展，这里投资环境好，基础设施完备，各项政策优惠，又得到我们多年合作伙伴眉山通信设备厂的支持，因此投资眉山，将会给我公司带来较大的收益和发展。 按照 中华人民共和国环境影响评价法 、国务院 1998 第 253 号令建设项目环境保护管理条例和四川省建设项目环境管理办法实施细则的规定及国家、省、市有关法律法规， 经眉山市环保局批复，确定该项目编制环境影响报告书。
