1、 1 “中国-东盟” 自由贸易区的前景分析与现实意义 【摘 要】中国与东盟建立自由贸易区无论在政治上还是在经济贸易上均具有十分重要的 意义。虽然中国东盟自由贸易区建设进展较为顺利，但客观上也存在着一些现实问题和 制约因素。本文对加快中国东盟自由贸易区建设的前景、远大的现实意义进行了分析、 对目前所存在的产品结构方面的障碍、吸引外资方面的障碍、经济文化方面的障碍以及西 方国家干扰问题进行论述，进而提出扩大中国东盟的双边贸易、加强中国东盟之间贸易与 投资相结合、推进与东盟各国的经济技术合作、进一步推进我国“睦邻、安邻、富邻”周 边外交政策、积极稳妥处理敏感问题的相关对策。 【关键词】中国东盟自由贸

6、中把握契机，寻求发展。东亚地区是目前世 界经济中最具活力的经济区域之一，相对于北美自由贸易区、欧盟，其区域经济一体化进 程缓慢，但潜力巨大。2010 年 1 月 1 日，中国东盟自由贸易区如期建成，这是中国与东 2 盟经贸合作中具有里程碑意义的一件大事，标志着双方经贸合作站在一个新的起点上，进 入一个崭新的发展阶段。 一、中国东盟自由贸易区的现状 随着中国-东盟自由贸易区建设进程的加快，我国与东盟国家的经贸合作不断深化。 中国与东盟及其成员国之间的经贸互补性强、空间大，双方有着增进合作、共同发展的迫 切愿望，双方企业看好对方市场和投资机会的日益增多。中国东盟自由贸易区建设给双 方企业和人民带来巨大收益，并正在开发着双方发展的巨大潜力。目前，中国-东盟自由 贸易区的建设呈现出如下现状： （一）中国与东盟双边贸易快速增长 尽管受全球金融危机的影响，2008-2009 年，中国与东盟的贸易额仍年均增长了 3%。 2009 年，中国与东盟贸易额为 2130 亿美元，虽然较上年下降 7.8%，但是这一降幅低于同 期中国对外贸易下降 13.8%的降幅。2010 年前 8 个月，中国
