6、： 8 致谢 8 3 前言前言 在全球基金业风云变幻的今天，基金业弄潮于证券、产业、风险市场变革发 展的大潮中，行业机构励精图治群雄逐鹿，基金业走到了国内产业和金融业开放 的最前沿，投资基金业倍受全球瞩目。证券投资基金从 20 世纪 70 年代开始在全 球范围内迅速发展。我国已加入 WTO，参与国际市场竞争已为大势所趋，这为投 资基金发展提供了条件，创造了机遇。大力发展投资基金已成为完善资本市场、 推进我国社会主义市场经济进程的必然选择。 我国证券投资基金业务较世界发达 国家有所推迟，从 1998 年发展至今已有 18 年的历史。尽管历史不长，而且期间 还遭遇到了多年熊市的煎熬和全球金融风暴的冲击， 我国新兴的证券投资基金业 仍然能在困难中快速发展壮大， 在短短十年的时间里走过了国外百年的基金发展 历史。 经济和证券市场的发展以及金融工具的涌现， 证券投资基金规模不断扩大， 逐渐成为金融市场最有影响力的金融中介之一。 证券投资基金的快速发展推动了 证券市场的规范作用，促进了金融市场体系的完善和经济结构及经济体制的调 整。随着证券投资基金管理暂行办法的颁布实施及“开元
