1、 浅议公共安全问题浅议公共安全问题 Discussion on the Issues of Public Sefety 摘要 自改革开放以来，在传统社会向现代社会的加速转型期，公共安全问题(自 然灾害、事故灾难、食品卫生、公共卫生、群体性事件、违法犯罪等)不断凸显。 本文从公共安全产生的原因分析开始，对公共安全的特性、我国公共安全管理目 前存在的症结进行归纳总结，把风险管理理论引入公共安全领域，提出按照“安 全第一，预防为主，综合治理”的方针，应完善公共安全管理机制，做好监测、 预报、预警和快速反应系统，加强专业救灾抢险队伍建设，健全救灾物资储备制 度，搞好培训和预案演练，全面提高国家和全社会

2、的抗风险能力。 本文还根据我国现有公共安全现状，提出必须健全体制、明确责任、完善公 共安全的法律法规、依靠科技手段、普及公共安全教育等有效措施应对变幻莫测 的公共安全问题，以确保社会的良性发展态势，让百姓安居乐业。 关键词：关键词：转型期 公共安全问题 措施 Abstract Since reform and opening, in a traditional society to a modern society accelerated transition period, public safety issues (natural disasters, accidents, disaste
