Specially, it tries to document and analyze the commentsereaction of the e-public to news articles on various aspects of Audit Storm in JuneeJuly 2004. 1. Introduction Corruption is pervasive, rampant, enduring, and above all else a tol
5、erated and taken for granted social problem in China.In March 2004, Jia Chunwang, the prosecutor-general of the Supreme Peoples Procuratorate, reported investigating 39,562 cases of corruption and dereliction of duty involving43,490 officials in 2003, leading to charging of 26,000 officials and reco
6、vering of 4.3 billion yuan for the state. In 2007, Jia Chunwang reported that Prosecutors investigated more than 180,000 cases of embezzlement, bribery, dereliction of duty and rights violation in the past five years (2002e2007), a marked decrease from prior year. But convictions rose 30.7 percent t
7、o nearly 117,000. Thirty-five officials at the provincial or ministerial level, 930 at the municipal level and nearly 14,000 at or above the county level were investigated for embezzlement, bribery, and misappropriation of public funds in the past five years. Corruption is a major concern for the po
8、litical leaders, general public and foreign observers. The CPC espoused a zero tolerance policy to keep corruption under control. President Hu Jintao speaking at the 16th CPC Central Committee, stressed: The CPC never tolerates corruptionresolutely punishing and effectively preventing corruption is
9、crucial to the popular support for the Party and its survival. In 2007, Transparency Internationals latest Corruption Perceptions Index rated China at 3.5 out of a possible 10 point scale, which ranks it about halfway between the worst countries (Myanmar and Somalia, both 1.4) and the best (Denmark/

Research data
11、 This research seeks to capture e-publics (internet users) reception and reaction to three Audit Storm news stories, capturing their feelings and thinking on three major issues: process, structure, and outcome of Audit Storm.Auditor-General Li Jinhua has submitted a report to the NPC about problems
12、of auditing in China. National Audit Office (NAO) Wuhan was in charge of Yangtze River engineering projects. The audit team uncovered a conspiracy to inflate the budget, cut costs and compromise quality in a key levee project at the Yangtze River, uncovering deficiencies totalling 80 million yuans.
13、In a Zhongguo Qingnian Bao report, the NAO Wuhan audit team was asked to reveal their secret of success. The NAO Wuhan team painstakingly reconstructed the investigation step by step, including how irregularities in construction were uncovered and how the vice-chairman of the board of directors of t
14、he China Electricity Council LinKongxing was prevented from fleeing the country. Wuhan auditors also related many of the difficulties confronted during the investigation,including: (1) failure to cooperate; to answer questions, to produce data, to explain work done, to supply false/misleading inform
15、ation; (2) intimidation of audit workers by all means (SMS, phone, memos) and with all kinds of people, e.g., gangs; (3) bribing of auditors. For example the Wuhan team was offered 120,000 yuan to report 1 million yuan less of loss in the audit report; (4) interference with investigation. Corrupt of
16、ficials sought to interfere with the investigation through party leaders, relatives and friends; (5) lack of resources. In order to demonstrate independence and maintain; objectivity, the Wuhan auditors had to survive on a shoestring budget, augmented by personal outlay for meals and travel. This it
17、em is chosen because it provides transparency to the process of investigation. It allows the readers to react to how the audit was conducted, not just the result achieved. 19、portant to note that both comments spoke about a larger purpose of what the auditors were doing, i.e.,making history, enriching society as it upholds (rediscovered) principles of honesty and integrity.The effusive appreciation is backed up with a strong offer of support, including more money for the

More importantly, the Audit Storm renewed peoples hope for the Party, Wefirmly believe that the Party will solve problems involving itself in a proper
23、manner .Wehope that audit work will quickly penetrate different areas, and achieve systematicsupervision, and use the heavy punch of law to punish people who violated the law. Inhe end, the audit gives the people hope for a better China, If the current (audit) work iscarried out steadily, then our Chinese race will have hope! We can be able to establish anhonest, fair, democratic, wealth and strong society. If so our Chinese race will have hopeof revival!
