Nevertheless, the way in which these activities contribute to regional development is still very imperfectly understood. This article is a combined theoreticale
3、mpirical analysis of four of these mechanisms: the employment effect, the exportation effect, the productivitycompetitivity effect and the attraction effect. INTR O D U C T I ON Until the 1970s, most Western economies drew most of their revenue and occupied the greatest part of their labour force in
4、 industrial sectors, considered as the main engine of economic development. In this context, service activities were regarded as induced activities with a passive role in regional development. In short, they were seen as dependent on the customer base in an area, because they depended upon the proxi
5、mity to their customers. The active and basic role in regional develop- ment was played by the goods-producing sectors (traditional economic base model). Since then, in the majority of OECD countries, it is the tertiary sector which occupies most of the working population (from 60 to 80 per cent of
6、employment) and mainly contributes to the formation of GDP in most economies. These activities also increas- ingly contribute to international exchanges. Among the whole set of service activities, the literature points out the importance of producer services. This interest is explained not only by their major contribution to the current growth of the tertiary sector (it was observed that producer services now showed the highest growth rate of all sectors in Western economies), but also
