However, such achievement was made with a cost of energy and to the environment including natural resource shortages, energy depletion and environmental deterioration. The Chinese Government stated in the Elev

Thus, in this context, studying and improving regional energy efficiency will facilitate Chin

    4、as overall economic competitiveness as well as sustainable and healthy economic development. The evaluation of energy efficiency traditionally involves analyzing inter-provincial and interregional energy differences, or energy consumption intensity of industrial sectors. Selected evaluation indicato

    5、rs are mainly divided into single-factor and total-factor energy efficiency indicators. However, the single-factor energy efficiency indicator, only taking into account the effective output of single energy input rather than other influencing factors as capital and labor force, has huge defects. In

    6、recent years, many have adopted total-factor indicators to evaluate energy efficiency, while the method of Data Envelopment Analysis (DEA) is generally applied. With regard to analysis of energy efficiency influencing factors, industrial structure and technological progress are regarded as major factors; however, due to differences in data selection time and methods or in indicators selected, factors influencing energy efficiency remain divided.
