1、西安工程大学本科毕业论文 I 长沙县行政监督体制研究 摘 要 近几年来，我国的行政体制改革取得了显著成就，有中国特色的行政监督体制框 架正在全面构建并逐步完善。行政监督的制度化、体系化发展在促进政府依法办事、 转变政府职能、提高公务员素质等方面发挥了不可或缺的作用，同时也是遏制行政腐 败，促进行政权力运行规范化、科学化、有序化，实现政治权力运行民主化的有效途 径。论文首先阐明长沙县行政监督的研究背景及其在行政体制改革中的作用。其后概 要介绍长沙县行政监督体制的现状，并结合典型案例指出长沙县行政监督体制运行过 程中存在的主要问题，行政监督体制监督合力不够，监督力度不足，缺乏可操作性和 全过程监督
2、等等，运用管理学的有关方法和理论，对行政监督的有效性进行具体分析。 通过分析得出，从长期来看需要进一步加强行政监督体制建设，从短期则要进一步增 强行政内部监督职能、拓宽群众监督的渠道、完善群众监督体制，才能逐步克服长沙 县行政监督体制运行过程中存在的不足，使其逐步形成行为规范、运转协调、公正透 明、廉洁高效的行政管理体制，充分发挥行政监督的效能，从而克服行政腐败，提高 行政效率，确保长沙县国民经济持续、快速、健康有序的发展。本论文的研究对于促 进长沙县乃至全国行政监督体制的改革完善，加强领导班子和公务员队伍建设，提高 行政效率，改进管理方式，建立行为规范、运转协调、公正透明、廉洁高效、面向民
