1、 - I - 摘 要 改革开放 30 年来，我国旅游业取得了巨大的发展，我国旅游业在世界旅游业中 的地位也不断提升，成为世界重要的旅游目的地和客源地，旅游已经成为提高人们生 活质量的重要方式。 近年来， 旅游出现大众化趋势， 出游人数和出游次数大幅度增加， 对旅游信息咨询、旅游救助服务等旅游公共服务的要求越来越高，为了顺应旅游发展 的这一趋势，我们必须逐步完善旅游公共服务体系，为旅游者提供高质量的旅游公共 服务。山东作为全国旅游资源大省，虽说目前旅游业取得了快速发展，对全省国民经 济和社会的贡献程度也在不断提高，但与国内发达省份相比还有很大的差距，旅游市 场所占份额依然很少，尤其是旅游公共服务
