1、 I 摘 要 安全、环境、健康工作是工程项目中永恒的主题，而且 HSE 体系是国际公认 先进标准，是社会化大生产中智慧的结晶，是一项全员、全过程、全方位的系统 工程。为此，推行 HSE、普及 HSE、落实 HSE 已成为保障工程项目顺利进行的有效 手段和途径。作为工程项目，由于自身流动作业、野外作业、高空作业、交叉作 业、动火作业、接触有毒、有害物质较多等突出特点，更应重视 HSE。在工程项 目施工中，时常因未能及时发现和消除潜在的隐患，导致接二连三地事故频繁发 生，给国家财产、人身安全和环境带来了严重的损失和沉痛的创伤。对此，应针 对工程项目的特点，编制项目 HSE 实施程序，并在施工过程中
