2、济体制之上，并受到计划的调整与制约。人工、材料、机械费的价格及管理费、 利润等均受国家政策的控制与管理。工程预算定额“量”“价”合一，间接费、其它基 本建设费、利润等均按计划价格和费率进行编制、审查和控制，即便是近期进行的“控 制量、指导价、竞争费”的改革，也是在国家宏观调控下有限度地按照市场供求关系和 人、财、物政策确定建筑工程造价的，没有从根本上改变计划经济体制下的工程造价管 理模式。 鉴于这种情况，该论文分析了我国推行工程量清单计价的目的：我国现行工程造价 计价模式以社会平均价格为依据形成工程造价，不能实际反映各投标企业的真实水平， 在一定程度上限制了企业的公平竞争。工程量清单计价能反映
