1、 I 摘摘 要要 交通图象检测与处理方法研究对于交通安全、交通管理与控制具有非常重 要的理论意义和实用价值。 通过视频图象的检测与识别,可以实时检测交通违章现象、 识别违章车辆的 车牌号码,为公安交通管理部门提供强有力的执法证据。因此,研究交通图象 检测与处理方法对智能交通运输系统的发展具有重要的推动作用。本系统着力 对车牌的识别过程进行研究和实现。主要能够对带有车牌的图片灰度化,二值 化,中值滤波等处理,并能够截取车牌图片。车牌定位是指将车牌区域从车辆 图像中分割出来,是实现整个系统的关键环节。而车牌定位主要包含两个关键 技术问题:图像的预处理和车牌定位的算法。本论文主要应用 VC 语言编程
