1、 论实现我国村民自治的途径 学生姓名： XXX 学生学号： XXX 院（系） ： 年级专业： 指导教师： 二一一年九月 I 摘摘 要要 随着中国农村经济体制改革不断深入，农村政治民主化进程悄然 起步。自 80 年代起，国家废除人民公社制度，在农村全面推行村民自 治，其核心在于重构农村社区公共权力结构，改变人民公社体制下农 村社区公共权力由国家基层政权垄断的状况，引入以村委会为代表的 村民自治权，使农村社区的权力结构由国家基层政权转变为村民自治 权。 然而，预期的绩效并没有出现，村民自治制度从“纸”上走入农 村社会的效果差强人意已是不争的事实。本文通过对影响村民自治的 经济发展水平、民主建设以及
2、权力架构的三个因素的分析，指出了村 级经济发展水平较低；村民自治意识淡薄；村民自治与乡镇政权存在 冲突；农村社会法治环境不尽人意对村民自治发展的影响，阐述实现 村民自治的四个基本途径：大力发展农村经济，为村民自治提供坚实 的物质基础；实现村民自治与乡镇政权的良性互动；实现农民向理性 化、成熟化自治主体转型的具体路径；完善法律制度体系，营造良好 的社会法治环境。 关键词关键词 村民自治，乡村关系，解决途径 ABSTRACT Rural economic restructuring is unceasingly thorough, the rural area politics democrati
