1、 地方政府对公共危机管理的不足及完善 摘要：随着我国改革开放的力度的不断加大，市场经济取得了快速发展，同时我国加入 WTO 面临的国 际挑战加剧， 社会发展中的不确定因素增多， 各类矛盾和问题层出不穷， 而且我国目前又处在转型期， 因此引发的公共危机可能性大大加强， 在各个领域扩大并呈现出复杂的态势。 危机管理日益成为地方 政府面临的新问题， 地方政府如何管理公共危机， 管理的效果如何也成为衡量地方政府是否合格和适 应社会的重要标准之一。本文就对此问题进行了初略的探讨。本文分为三大部分，首先，简要介绍地 方政府对公共危机管理的重要性和必要性以及对公共危机和地方政府的概念进行了论述， 并对地方政
