1、以 BBC 为例分析西方公共广播电视体制改革 内容提要 公共广播指国家采用委托的方式由公共受托人来行使广播电视经营, 一般是由政府任命或批准的一个半独立性的媒介机构,例如英国的 BBC、日本的 NHK 等,但政府不直接经营日常的广播活动.在这种体制 下,公共体系的经费来源主要靠电视机执照费以及部分国家财政拨款. 国家一般禁止这类广播电视机构播放广告. 这篇论文是围绕 “西方公共广播电视体制改革” 这一题目展开的。 近几年来， 有关公共广播电视的议论和研究日趋增多， 对于公共广播 电视模式是否可能在中国实践的问题也日益引起关注。 但是纵观很多 议论以及研究，都给人以雾里看花的印象。究其缘由，多半
