1、 摘摘 要要 随着人们生活水平的不断提高，汽车的数量也急剧增加，随之而来的是 严重的交通拥堵， 车辆分散不易管理等问题， 更为严重的是交通事故的频发。 车辆定位监控系统集通信技术、GPS 定位技术、WebGIS 地理信息系统技术 及其数据库技术于一体，能有效地提高道路的利用效率，减少车祸的发生， 降低能源的消耗，给人们带来更高的生活质量。该系统也是智能交通系统的 重要内容，对其进行研究与开发具有重要意义。 车辆监控系统由车载终端硬件、通信和监控三部分组成。车载终端通过 GPS 进行数据和相关信息采集, 通过 GPRS 无线通信和 Internet 网络将处理 好的数据发送到监控中心, 服务器端
