1、 1 摘 要 从人类社会进入工业化文明以来，全球经济在高速增长的同时也加重了 生态环境和自然资源的恶化，因此，各个国家纷纷制定关于环境保护的政策 法规和环保技术标准，于是一种新的贸易保护措施“绿色贸易壁垒”逐渐成 为发达国家主要的非关税贸易壁垒,并且向着频率越来越高，范围越来越广， 标准越来越苛刻的方向发展,随着其影响范围的不断扩大， 绿色贸易壁垒已经 影响到黑龙江省对外贸易的发展。 本文首先分析了绿色贸易壁垒的含义、产生、发展趋势、特点和表现形 式，然后分析黑龙江省对外贸易的现状、特点和存在问题。本文的重点在于 分析绿色贸易壁垒对黑龙江省外贸出口产品的影响，包括对农副产品、纺织 品、机电产品
2、等外贸出口产品市场范围和出口产品成本的负面影响以及绿色 贸易壁垒对黑龙江省产品质量提高，外贸企业优化和可持续发展带来的推动 作用。最后提出了应对绿色贸易壁垒的对策:政府部门和外贸企业联合起来， 加大对绿色贸易的宣传和对绿色产业的投入，增强外贸产业的环保意识，提 高出口产品的质量，建立绿色物流和绿色营销体系，促进绿色贸易的发展。 关键词：绿色贸易壁垒；对外贸易；影响；对策 2 ABSTRACT After we entered the industrial civilization, the world economy has been developing rapidly.
