2、安全及文明施工采取的统筹规划。商务标就是对于本工程所要采取的商务措施。 投标文件编制主要包括绪论、工程概况、施工条件、编制依据、编制规则和各分 部分项工程的工程量计算规则和计算方法，其中该工程的工程量计算依据设计图纸、 相关图集和施工规范规程等。 本设计依据国标建设工程工程量清单计价规范 ，对 E40 住宅楼工程采用工程量 清单的计价方式，编制了分部分项工程量清单、措施项目清单、分部分项工程量清单 计价表、措施项目清单计价表、其他项目清单计价表、分部分项工程量清单综合单价 分析表等内容。综合单价分析是工程量清单计价的重要内容，它综合了直接工程费、 间接费、有关文件的综合调价、材料价差、利润、风
