2、一个评价单位看做一个决策单元，通过对决 策单元投入和产出比率的综合分析，确定决策单元是否 DEA 有效，同时指出非 DEA 有效决策单元的原因和调整方向和程度。将 DEA 运用到 Malmquist 指数计 算过程中， 使用 20092013 年的面板数据来计算全要素生产率和技术变化以及综 合效率变化，来测度决策单元时间序列上的生产率变化即动态效率变化。根据分 析结果为通信服务企业提出相关改善建议。研究发现：我国大多数通信服务企业 处于规模报酬下降阶段，其生产率水平呈下降态势；技术水平、管理水平成为影 响通信服务类企业生产效率提升的主要原因。 关键词：通信服务企业；运营效率；数据包络分析(DE

4、on. Through the operation efficiency analysis, we can understand the business situation and the management level of enterprises. Based on existing literature,this article,using the output-oriented DEA-Malmquist index mod,will evaluate the efficiency of the companies in Communication service from con

The DEA take each evaluation unit as a decision making unit, through a comprehensive analysis of the decision making unit input and output ratio, and then determine whether decision unit is DEA efficient , at the same time point out that the reasons of non DEA effective decision
6、making units and adjust the direction and degree. Applying DEA to Malmquist index calculation process, to use panel data of 2009 2013 to calculate the Total Factor Productivity(TFP) and changes in technology and comprehensive efficiency change, to measure the productivity changes of Decision Making Unit on the time series namely the dynamic efficiency.
