1、 I 摘 要 中小企业是与本行业企业相对而言生产规模较小的企业，但其顽强的生命力在世界各 国的经济发展中发挥着极其重要的作用。越来越多的中小企业认识到信息化建设的重要 性，建立了信息化基础配置，在信息化上的投入也在逐步增大，与盲目追求完美的管理信 息系统设计相比，如今有越来越多的中小企业在信息管理方面的选择上日趋理性。基于中 小企业缺少专业技术和专业人员的支持，资金相对匾乏的特点，中小企业在信息化建设中 本着有限的资金投入上实现“物尽其用”的原则，追求最适合自己的信息管理方式。被大 企业集团所推崇的 ERP 系统不失为是一种很好的信息管理方法。 它能够提升企业的管理水 平，实现企业的信息化建设
2、，并对提高中小企业竞争力有重要作用。但是，目前己成功应 用 ERP 系统的中小企业仅占 0.6%，究其原因除了大部分中小企业缺乏对信息及信息规划 的认识以外，还由于 ERP 系统开发周期长，投入资金大，学习成本高，可能涉及企业流程 再造等原因而使得许多中小企业望而却步。 因此，通过较长时间对情报学专业的深入学习以及在企业中密切关注其松散信息管理 的效率，在经过了较长期的斟酌和研究之后，提出一种全新的松散信息管理设计，以期能 够对那些不具备条件运行 ERP 系统的中小企业有所帮助。在中小企业信息化过程中，往往 会面对相当巨量且隐藏着企业关键数据的信息。这些企业内部所存在的各种各样信息数据 的记录
