1、 【摘 要】 土地储备是政府有效控制城市土地开发利用的一种常用手段， 有利于解决 城市化进程中的一些困难并能够科学规划城市发展。 目前， 我国土地储备制度仍然处于初 级阶段土地储备融资渠道相对单一不够完善。 本文首先对土地储备制度的进行了介绍； 其 次对财政拨款、举借贷款、预收土地款等土地储备制度融资方式的加以权衡，并在此基础 上分析了当前我国土地储备制度融资方式存在的缺点和不足； 再次对不同城市的土地储备 制度的研究具体反映出中国当前土地储备制度融资方式存在的问题； 最后提出了拓宽土地 储备制度融资新途径。 【关键词】 土地储备制度；融资方式；问题；途径 【AbstractAbstract】
