2、管理体制还没有真正的建立起来，或者说建立的不完善。这样就带来 一系列的问题，最终导致资源的利用率很低。 本文从共性技术及其相关概念、特征、分类等基本理论着手，通过阅读大 量的相关文献掌握共性技术的研究现状，从而确定本论文的研究思路和研究方 法。再往深处研究，评价我国政府的共性技术宏观科技管理体制，找出存在的 问题，从发现的问题为突破口，作出相关政策和管理体制上的改善。经研究， 我国共性技术管理体制在以下三方面存在问题：课题的选择、研发过程中、及 研发成果的应用。政府可以在以上三方面问题上进行相关调整。具体内容详见 论文的第四、五章。 政府在制定政策和改善管理体制时，可以借鉴西方、日本等发达国家

The depth of re-evaluation of generic technology of the Governments macro-technology management system, identify problems, issues from the discovery as a breakthrough to make the relevant policy and management of institutional improvement. After study, the management system of generic technology problems in three areas: the choice of topic, the team development process, and the application of R & D results.
