2、和关税的不断 减少，特别是后配额时代的到来，确实给我国的纺织服装贸易带来了新的 发展机遇，我国纺织服装产品的出口在全球的地位逐渐上升，目前已经成 为世界上最大的纺织品服装生产国和出口国。但是也正因为如此，近几年 来，针对我国纺织品服装出口的非关税贸易壁垒越来越多，而其中不断升 级的技术性贸易壁垒对我国的纺织品服装业产生了重大的影响，使我国纺 织服装产品的出口遭受了巨大的冲击，停住了脚步。但从另一方面来看， 壁垒也使我们看到了我国纺织品服装业的整体差距，感受到了整个行业的 尴尬和困惑，如何建设我们自己的、符合国际发展趋势的产品技术标准， 走技术创新和技术进步的发展道路，促进我国纺织品服装业积极参
3、与国际 竞争，这是我们必须深入思考和研究的问题。 本文从技术性贸易壁垒的内涵、分类、特点开始，通过对发达国家美 国和欧盟技术性贸易壁垒体系及管理制度分析，以及对中国纺织品服装业 现状的扼要介绍，着重剖析了美国和欧盟技术性贸易壁垒对我国纺织品服 装业的影响，并就后配额时代与技术性贸易壁垒及其对中国纺织品服装业 的影响进行了一定地阐述，在此基础上对我国如何应对，跨越技术性贸易 壁垒提出了一些对策。 关键词：中国纺织品服装业；影响；对策 技术性贸易壁垒对中国纺织品服装业的影响和对策 ii The Influence and Countermeasures of TBT on Chinas Texti
