1、 浅析工程量清单编制编制与招投标浅析工程量清单编制编制与招投标 中中 文文 摘摘 要要 长期以来，我国的建设工程计价以工程预算定额作为计价模式。工程预 算定额是按照不同地区、不同企业的平均水平制定的，以此为依据形成的工 程造价基本上属于社会平均价格。这种价格只可作为市场竞争的参考价格， 但不能充分反映出参与竞争施工企业的实际消耗和技术管理水平，不利于充 分发挥企业的积极性、能动性，提高企业素质竞争能力，体现不出竞争市场 所需求的“公开、公正、公平 的原则。因此，对这种工程计价模式的改革势 在必行。特别在我国加入 WTO 以后，随着全球经济一体化的进程，我国的 建筑市场将逐步融入国际大环境，建设
