Speed coefficient method is according to experience statistic to obtain the experience value for speed coefficient to calculate each parameter of the design model, which has stated reliability, and cant be restricted by the waterpower model. the design adopts speed coefficient method to process waterpower design, so let it reach the ideal effect and have the well capability.
