2、巨大负面影响。近年 来，国外对华反倾销急剧增加，无论是涉及商品部类、提起反倾销诉讼的国家、立案数量， 还是最终裁定的反倾销税率，都有普遍上升的迹象。我国目前已成为世界上出口商品受反 倾销调查最多的国家，成为国际滥用反倾销措施最大的受害国。而且随着我国不断扩大的 商品出口规模，我国出口产品将遭遇更加频繁的的反倾销诉讼调查。一般情况下我们总是 埋怨欧美等发达国家对中国产品多方设限阻拦，但仔细分析近年的反倾销案例可以看到， 发展中国家已然成为对华反倾销的的主力军，向中国制造频频发难。尤其是 2007 年次贷 危机开始蔓延到全球，欧美各国损失惨重，经济萧条，国际贸易保护主义开始抬头，反倾 销更是成了一
3、项合理的贸易保护手段。 在这样的背景下，中国的出口业遭受了重大打击，损失惨重，给中国经济的良性发展 蒙上了一层阴影。因此，为了理性的处理好中国与国际方面的反倾销摩擦，有必要对反倾 销的现状进行探析，究其原因，尽快制定具体的应对策略。本文通过分阶段将我国目前遭 受反倾销的现状作出分析， 来探讨我国遭受反倾销指控的国际因素和国内因素,进而有针对 性地提出相应完善的反倾销应对对策。 关键词：对华反倾销；贸易摩擦；贸易保护主义；应对策略 Abstract II ABSTRACT As one of the three ways to boycott the unfair competition tha
