4、构想。 为了建立科学合理的投入产出模型，首先，探讨了投入产出表的编制，结合全国 价值型投入产出表、安全生产投入产出表和企业投入产出表的特点，将安全是一种半 公共产品的概念引入表的建立环节，阐述了煤矿安全投入产出表的设计思路。 本研究从安全投入产出分析的角度为安全投资决策提供了一个新的分析视角， 有 利于优化安全投资结构，科学制定安全投资决策，为煤矿进行安全管理和决策提供参 考。 关键词：安全投资，投入产出模型，投资决策，煤矿 ABSTRACT In recent years，the million tons death rate in Chinas coal mine goes down ye
