However, these transportation systems can only be effective if supported by a management structure and governance processes ada
3、pted to the ever-changing demands of the emerging metropolis and evolving needs of the population for mobility. As of now, these mobility needs extend well beyond the current administrative boundaries of the city. Recently, local authorities have launched several initiatives to address these challen

Introduction Unlike some of the major global cities in the world where public transportation systems are relatively well
5、established, Algiers, with its rugged relief, ancient neighborhoods, and growing population, has yet to achieve an efficient, accessible, and sustainable public transportation system capable of reducing the extensive use of private cars. Every day, there are more than 5 million trips taken within th
6、e city of Algiers, half of which are through motorized modes. This figure, already significant for Algiers, is expected to continue to increase with the economic, demographic, and urban development of the metropolis. Such activity reflects a dynamic city in full development and expansion, accelerated by the extensive use of private cars, made possible because of various government incentives. On a site with rugged terrain, such as that in Algiers, any trip quickly causes chronic congestion. B
