2、企业的实际消耗和技术管理水平，不利于充分发挥企业的积极性、能动性，提高企 业素质竞争能力，体现不出竞争市场所需求的 “公开、公正、公平 的原则。因此，对这种工程计价模式的改革势在必行。特别在我国加入 WTO 以后，随着全球经济一体化的进程，我国的建筑市场将逐步融入国际大环境，建设工程计价行为也应与国际接轨。工程量清单计价是国际上通行的，比较完善刚成熟的计价方法。实行工程量清单计价，逐步形成以 “市场形成价格、企业自主定价 的新格局，把工程计价的权利真正交给企业、交给市场。在这种工程量清单计价模式下，如何加强工程造价管理，有效地控制造价，是一个值得探讨的问题。 本文在阐述了工程量清单计价的 基本
