The Position Under the direction of the County Executive officer (CEO) and the Assistant CEO, the County Finance Director is the Chief Financial Officer and will control and direct the development, implementation, and maintenance of the Riverside County budget and vario
8、us financing programs. This includes financing capital improvements and 2 insurance programs, providing staff support to the County Bond Debt Advisory Committee, CORAL (County Asset Leasing Corporation) and various Joint-Powers Authorities of which the County is a member, and negotiating City/County
9、 Redevelopment Cooperation Agreements. The position will also advise and assist the County Executive officer in establishing funding priorities, determining service levels, and allocating budget resources. Additionally, the incumbent will perform specialized administrative assignments of county-wide
10、 significance and supervise Deputy County Executive Officers and analysts assigned to the development, review, and monitoring of the County budget and various financing programs. The County Finance director will operate out of the Executive Office and occupy a critical, high profile position within
11、County governance. The successful candidate will not only be a leader, but also an open minded collaborator with the ability to think creatively. He/she must have professional presence, be diplomatic and decisive. In a time of unprecedented economic challenges, the County Finance Director will be fa

The incumbent must be an expert in establishing productive and cooperative business relationships across County departments and must possess

Experience A minimum of five years experience in administrative analysis, budget analysis, and the development of financing programs. Experience in California
14、 government and governmental finance/budgeting on a scope commensurate to the County of Riverside is highly desired. Education Graduation from an accredited college or university with a Bachelors degree in accounting, economics, pubic or business administration or a closely related field. A Masters
15、degree is preferred. Knowledge, Skills and Abilities The selected candidate must have considerable Knowledge of the principles and practices of governmental budgeting, pubic sector finance, and accounting with 3 particular reference to performance budgeting; the principles of pubic administration an
16、d personnel management; the techniques of administrative and governmental accounting; the laws relating to the financial administration of county government; modern office methods and procedures; the dynamics of staff-line relationships.
