20、特征 ,第一是法律和制度要求的强制性的社会责任 ,这类企业社会责任往往是通过相应法律、法规、行业标准等制度的制定来强制推行的。第二是道德和价值观念要求的自发的社会责任 ,这类企业社会责任的推行是建立在企业文化中对人、自然、社会和谐关系的认可上 ,体现了企业家自身的人文素质与价值观念。 由此 ,煤炭企业的社会责任为 :煤炭企业在谋求利润最大化之外对利益相关方包括员工、消费者、债权人、政府、所在社区、当地环境和社会等承担的责任。包括法律和制度对煤炭企业要求的社会责任和煤炭企业道德和价值观方面自发履行的社会责任。 2、煤企履行社会责任的必要性 (1)是提升企业核心竞争力的关键。 CSR 是煤炭企业提
21、升核心竞争力的关键。主要体现在以下三个方面 :CSR 有助于企业吸引、培养和保留人才。一支综合素质高、热爱企业的员工队伍是企业最宝贵的财富。 CSR 的内容之一就是对员工负责。包括为其提供健康安全的工作条件和职业发展空间 ;建立制度化、多层次的培训和员工发展体系 ,以提 高员工的专业素质和管理水平 ,为员工的成长创造良好的外部环境 ;企业将遵守劳动合同法 ,保证员工享有合法权益等 ,这些都有助企业吸引、培养和保留人才。 CSR 会给企业赢得良好的社会信誉、产品品牌和持续创造力。这些是企业可利用的无形资产 ,能使企业在竞争中获得更加有利的地位。企业履行社会责任 ,利于企业实现可持续发展。 CSR
22、 意味着企业将秉承可持续发展的理念 ,走资源节约、环境友好的循环经济的发展道路 ,符合时代要求 ,利于企业实现可持续发展。 (2)有利于建立和谐的政企关系。 CSR 意味着煤企要严格遵守国家的法律法规 ,依法经营 ,包括安全生产法、劳动合同法、环境保护法、消费者权益保护法等 ;CSR 意味着煤企的重大决策会注重体现政府战略。这些都有利于建立和谐的政企关系。 (3)有利于建设和谐社区。企业履行社会责任 ,吸收当地居民就业 ,兴建公益项目 ,改善当地生活条件 ,保护生态环境等多方面为当地排忧解难 ,有利于赢得民心 ,促进和谐社区建设。 (4)有利于生态文明建设。以前 ,煤炭企业在开采中忽视生态保护 ,造成地下水渗漏、地面坍塌、土壤干旱等一系列的生态问题。 CSR 要求煤炭企业在开发中要注重对环境的保护 ,有利 于经济发展和保护自然环境的和谐。 此外 ,CSR 也为企业之间有效沟通提供了很好的平台。企业发布社会责任报告 ,可以加深彼此之间的了解 ,增加信任 ,促进合作。
