1、Submission and Open of Bids Sealing and Marking of Bids The bidder shall enclose the original and all copies of the bids, including alternative bids if permitted, in separate sealed envelopes, duly marking the envelops as “Original”, “Alternative” and “Copy”. These envelopes containing the original
2、and the copies shall then be enclosed in one single envelop. The inner and outer envelopes shall: (a) bear the name and address of the Bidders; (b) be address to the employer; (c) bear the specific identification of this bidding process; and (d) bear a warning not to open before the time and date fo
3、r bid opening. If all envelopes are not sealed and marked as required, the Employer will assume no responsibility for the misplacement or premature opening of the bid. Deadline for Submission of Bids Bids must be received by the employer at the address and no later than the date and time indicated i
4、n the Bidding Document. The employer may extend the deadline for the submission of bids by amending the bidding document, in which case all obligation of the employer and employer and bidder previously subject to the deadline shall thereafter be subject to the deadline as extended. Late Bid The empl
5、oyer shall not consider any bid that arrives after the deadline for submission of bids shall be rejected and returned unopened to the bidder. Withdrawal, Substitution and Modification of Bid A Bidder may withdrew, substitute, or modify its bid after it has been submitted by sending a written notice.
6、 The corresponding substitution or modification of the bid must accompany the respective written notice. All notice must be: (a) prepared and submitted as required, and in addition, the respective envelopes shall be clearly marked “Withdrawal”, “Substitution”, “Modification”; and (b) received by the
7、 employer prior to the deadline prescribed for submission of bids. Bids requested to be withdrawn shall be returned unopened to the bidders. No bid may be withdrawn, substituted, or modified in the interval between the deadline for submission of bids and the expiration of the period of bid validity.
8、 Bid Opening The employer shall open the bids in public in the presence of bidders designated representatives at the address, date and time specified in the bidding document. First, envelopes marked “Withdrawal” shall be opened and read out and the envelope with the corresponding bid shall not be op
9、ened, but returned to the bidder. Second, envelopes marked “Substitution” shall be opened and read out and exchanged with the corresponding bid being substituted, and the substituted bid shall not be opened, but returned to the bidder. Envelopes marked “Modification” shall be opened and read out wit
10、h the corresponding bid. Only envelopes that are opened and read out at bid opening shall be considered further. All other envelopes shall be opened one by one, reading out: the name of the bidder; the bid price; the presence of a bid security and other details as the employer may consider. No bid s
11、hall be rejected at bid opening except for late bids. The employer shall prepare a record of the bid opening that include, as a minimum: the name of the bidder and whether there is a withdrawal, substitution, or modification; the bid price; and the presence or absence of a bid security. The Bidders representatives who are present shall be requested to sign the record. A copy of the record shall be distributed to all bidders.
