1、 I 我国环境排污收费制度研究 摘 要 近几年来，我国在发展经济的同时，环境污染和环境破坏也日益严重。每个国家在寻求最有利的环境保护制度，使经济、社会和环境的的发展能够相互协调。排污收费制度是我国环境法律制度中的一项基本制度，对污染的治理和环境的改善起到了重要作用。但是，我国现行的环境排污收费制度在实施过程中也存在着很多不足之处，导致排污征收情况不容乐观，严重制约了经济的可持续发展。本文从我国环境排污收费制度的现状出发，分析我国排污收费制度的不足，如 1、排污收费范围较窄 2、 排污收费标准偏低 3、 排污费无 法足额征收 4、排污费使用的不合理等 ，进而借鉴国外发达国家排污收费制度的经验，并
